The sentence negates itself. I probably understand what Mr Obama's speechwriters were trying to say, despite their poor english. Perhaps he's hiring aliens to write his speeches? "Gizza job! I could do that!"

The first sentence has some truth in it but the second and third require action.

The sentence doesn't negate itself - it merely puts the time focus on 'now' - as in be the person NOW that makes a difference in the world.
